It definitely doesn't require an objectivity stuff. "ooss_Stage" is just
the original name of the script "mps_Stage" distributed with the xrootd
distribution (in utils):

(We need to update SLAC config to use the one from the xrootd distribution
rather than this extra copy called "ooss_Stage".)
The pud is a perl daemon thing that they use at SLAC (and some of us love
to hate) that in this case is used to get the file from HPSS onto the local
disk in some specified location on the data server. You can invent any
script you like for this and there may already be something already at BNL.
If not, you could perhaps use the pud stuff from Andy.
