Hi Charlie,
the short answer to this: No.  (with the usual caveats, like as far as I 
know, I don't claim to be in the loop with everything in Atlas, I think 
nobody is). There is a web page that shows how to get "a" replica, the 
one Wei pointed out to us a little while ago, but there seems no 
guarantee that this is up-to-date (it wasn't in our case as it turned 
out, not by a long shot). As far as I can tell there is still no 
automatic or semi-automatic procedure that makes sure that all the 
Tier1/2 sites use the same up-to-date replica. I would, however, consult 
with Sasha Vaniachine to be certain.
