Les,
The important(*) ATLAS connectivity is between CERN and BNL, and
from BNL to the tier 2s(**). You should probably work with
BNL as the "center of the US Atlas" universe. Scott or
John Biglow would probably be the people to talk to at BNL
regarding their monitoring plans/efforts in this area.

I sent to ESnet regarding the tier-2 list (they
had not seen it before talking to me at Madison
during the ESCC meeting). Here is what I told
them at the time (errors no doubt exist, and
would be due to my misinterpretation of the various
announcements).
* The Northeast Tier 2 consists of Harvard
University and Boston University
* The Midwest Tier 2 consists of Indiana
University and University of Chicago
* The Southwest tier 2 consists of University
of Texas at Arlington, Oklahoma University,
University of New Mexico, Langston University.
* The Western Tier-2 (primarily SLAC, but with
other collaborating institutions).
* The Great Lakes Tier-2 consists of University of
Michigan and Michigan State University
