I believe that this would be a result of putting all(*) machines
into the general queues, with (an "appropriate") fair shares,
something Randy (and others) have been working on for a time.
Getting to an agreement of "appropriate" has taken a lot of
Randy's (and others) time, but I do not think there is any
real disagreement with the principal. Such changes, to be most
useful, will also require groups/individuals to specify the
appropriate resource requirements so that (for example) no more
than 100 jobs are run which will access a particular (bottleneck)
file server at once. I personally think that defining and
using resources are a much bigger challenge than deciding an
appropriate fair share (since it involves many more people to
get it right).
