Dear Colleagues,
Following Finance Committee’s overwhelming support of the Medium Term
Plan (MTP) submitted to them yesterday, there has been much speculation
about the figures that are to be presented to Council for approval next
month. I would therefore like to take this opportunity to clarify the
situation, which I consider to be largely positive for CERN and its
personnel.
The numbers break down in to three categories: (1) a reduction in income
from the Member States; (2) a reduction in expenditure achieved by slowing
down certain activities; (3) the reduction of CERN’s overall budget
deficit over the period 2011 to 2015. This will involve painful cuts and
belt-tightening in research and consolidation, but no programmes are
cancelled, and the LHC programme is assured. Considering each point in
turn:
1) With respect to the MTP presented to Council in June, Member State
contributions will fall by a total of 135MCHF over the five-year period.
2) Reductions in our expenditure on research and consolidation, as
outlined in my message yesterday, amount to a total of 343MCHF over the
period. However, Finance Committee has agreed that we can use 300MCHF of
this to start the long overdue re-financing of the pension fund. Other
measures in the MTP will also allow us to balance the books of the health
insurance scheme.
3) When we presented our draft MTP to Council in June, we had asked for a
residual budget deficit for CERN of 388MCHF by the end of 2015. Initially,
Council had asked us to balance the books over a much shorter period. In
the plan endorsed by Finance Committee yesterday, we will have a budget
deficit at the end of 2015 of 330MCHF.
Taken as a package, these measures add up to very good news for CERN
allowing us to fully exploit the LHC without undue compromise to future
programmes. Furthermore, they demonstrate Finance Committee’s serious
engagement to address the urgent need to restore full funding to the
pension fund. In a time of global financial austerity, we could not ask
for a stronger endorsement.
I would like to invite you to a meeting next Tuesday at 11:00 in the Main
Auditorium where I will go through these measures and answer your
questions. Simultaneous translation will be made available, and my talk
will be retransmitted. More details will follow.
