I do require that there is at least one cluster with >400MeV in the ECal, but no track-matching requirements. 

What I'm partly doing here is to understand the general aspects of the data and I think these low(er) momentum tracks are interesting to improve that.  

It's definitely true that for a "full" analysis we'd want to look at events with a track matched to a cluster. Requiring a L5 hit I think should not be necessary in the photon run, but the high momentum tracks (>1GeV) often have one anyway. 

I think the main point for me is that we should still be able to describe the low(er) momentum tracks in the simulation and they do teach us about the data.
