This seems to have passed reasonably well, as far as I can tell. The
stack (at least the lsst_apps portion) builds on RHEL6+Anaconda, when
installed with:

mkdir teststack
cd teststack
curl -# -O http://lsst-web.ncsa.illinois.edu/~mjuric/newinstall.sh
bash newinstall.sh

(and then follow the instructions). I'm running builds on OS X 10.9 and
10.8 right now, they look promising.
Fabrice: note that I've moved the external packages not used by qserv to
LSST/external (from contrib/eupspkg). Make sure to update your git
remotes, otherwise you'll end up recreating them in contrib/eupspkg when
you push. Also note that now that these packages are 'official', the
usual development rules apply (no rebasing of master, work on tickets or
occasionally u/.../ branches, etc.)
I still have to do a few more things to prepare for a release (incl.
releasing EUPS 1.3.0); you can see it all in JIRA:
