Dear Jacek,

The packaging task isn't finished.
Build/install and configuration are all done in #3100, which will be a 
quite big ticket.
This is due to the fact that the only mean to check that build/install 
is working is to configure Qserv and launch the integration tests.

Here's a more detailed state :

- eups packaging of Qserv and dependencies : 90 %
     TBD :
         - need to follow eups quick evolution,
         - add a very simple debug system,
         - verbose and debug option management in scons,

- configuration of Qserv : 60 %

- porting on Ubuntu 13.04 : 40 % (can be finished in an other ticket)
     TBD :
     - adapt qserv services init.d scripts to lsb standards
