I think Jacek's right here; boost is not a system header (and we don't typically use the ones from /usr/include).
I'd expect <> only for headers in posix 1003.1 (and C/C++ standards --- C++11 isn't [yet?] in posix). I'm not sure I care all that much, but we do need to be consistent.
I do take your point about scons checking, but as long as boost evolves (and it does!) we should probably be paying that price.
