Do you need lsstimport (and therefore base)? I think you only need it if
you're using swig to wrap C++ modules.

Hmm, the last comment there doesn't seem like base bug, but something
wrong with the local environment where this was run. I'll reply there.

sconsUtils seems pretty lightweight -- it only depends on scons:
