It is actually very very close to what Fabrice has.
I ended up running:
cd $QSERV_DIR/admin
scons
after declaring local qserv in eups. I suspect
it does not make much different though. Any
opinions which version should be used to admin
if developers have their own local qserv?

Then, when I want to setup my environment in a new shell,
I believe something like that is needed:
cd ~/stack
source loadLSST.sh
setup qserv master-ga7082f1e02 # <-- use your version here
That part is not documented at all, I think we should add it
to README-devel.txt
