Hi Jacek,
I don't know where the name local.qserv.cnf came from, but it may indeed be
less confusing to rename it to czar.cnf (or czar.cfg). I have no preference
for init.d/czar vs init.d/qserv-czar, czar is a rarely used name, there
should be no collision even if we put it inside /etc/init.d/.
I guess these (and maybe oher) renames deserve one low-priority ticket in JIRA.
