Based on a chat with Daniel, he'd like to keep qserv-czar,
to avoid potential collisions in the future if we ever do
put it in system etc/init.d.
It sounds like local.qserv.cnf --> qserv-czar.cnf would
be a useful rename. I'll open ticket
