Thanks to Fabrice I know what I was doing wrong - I used buildbot id
instead of eups tag.
Anyway, here is output from the successful attempt:
./bin/publish -b b245 -t 2014_08 qserv

will be fetched via 'git'.
Adding tag '2014_08' at the distribution server.
