I suppose it depends on the interpretation of how the client is supposed
to handle additional CGI information. In general, the assumption is that
the server specified CGI information is in addition to whatever the client
wants to specify. So, it really should be added to the existing CGI
information that the client passed. The server doesn't really know what is
relevant in the client's CGI and echoing that back is may cause more
problems than not.
