The plugin installation from building trunk or trunk/plugin will typically override the one from JAS plugin manager, that's how you should fix the problem. The one that's there in JAS might be broken and we'll fix this with next release.
In other words....
rm -rf ~/.JAS3
cd /path/to/hps/java/trunk/plugin
mvn
Then all the jar files should be installed for the lcsim and hps plugins in JAS.
