An API discussion sounds like a possible use of an RFC.

I agree that Confluence+comments have drawbacks, although
deleting them if they have been incorporated into the text or deemed
irrelevant seems fine.

This can be acceptable but is harder for people not on the
mailing list.
Frossie's suggestion of using a PR is what many GH-based
projects apparently do and would be fine.
