Dear friends, Over the past few workshops we have developed a proposal for how the Worldwide Study - in parallel with the Global Design Initiative for the collider - can promote the development of detector concepts, encourage R&D on detector technologies and make sure that the machine-detector interface is properly planned. The proposal was shown to ILCSC at Beijing in August and they approved it in outline. The details have now been set out clearly at http://blueox.uoregon.edu/~lc/wwstudy/ORG_OF_GLOBAL_EXP_PROG.pdf We expect it to be accepted with only minor changes, if any, by ILCSC at KEK on 16 November.
