What we see is that all of the server olbd's connect, i.e. we see the
"xxxx logged in lines" more or less immediately after restarting the
redirector, but then there is a ~1.5 minute gap until the following appears:

During this time the clients still are told to wait (waiting 15 seconds
instead of the normal 5 once the system is up). I don't recall seeing this
effect at SLAC.
After the "Service enabled" message appears, everything seems to work
fine.
(This is with the 20040907-0403 release of xrootd.)
