I am confused.  This *is* the ATLAS/SCCS planning meeting
list.  Are you saying that the correct forum is not here?

The ATLAS/SCCS planning meeting has certainly discussed
that a request needed to be made before a web server
would be approved for offsite access.  That is still
true.
