So I guess we are safe to run ATLAS 32 bit code on RHEL4 64 bit.

   I got this confirmation that things should be OK on RHEL4 as long as the 32 bit compatibility libraries are installed.

I see no reason why this shouldn't work. You ask specifically about 32-bit mode, and as long as they have the necessary RPMs to run the kit in this mode, I would have thought that development should have worked as well. There are know problems with 64-bit mode but development should work for that as well (or as badly) as it does at CERN.
