o Make async close on a socket more robust via shutdown() prior to close().
o Make the xrootd thread bind to the socket used to communicate with cmsd so that an async close will be noticed. This prevents the cmsd client from getting into a very lengthy "dysfunctional manager" state in Linux.
o Use actual msg/resp queue count to compute the overload delay interval.
