Follow-up Comment #5, bug #86701 (project xrootd):
The init scripts never create or reference any of the directories you mention
and they are not running the daemons with root privileges, so it is impossible
for the daemons to create any top level directories. Can you show us the
config files you're using, especially /etc/sysconfig/xrootd.
