Before v3.2 can the xrootd documentation be modified to explain
the other implications of the stage directive (see below)

OK, we got to the bottom of this. Titan's config file indicated that if the
file could not be found that titan would be happy to find the file. Hence,
when the glrd could not find an online copy of the file it sent Doug to titan
because titan promised that it would find the file. Case closed, the system
worked as designed.
