Details:
When a static enonent redirect sends a client elsewhere, it does not
automatically exclude the origin of the problem from reselection. This means
that the client may be sent back to the place where the problem occurred. The
redirect should include the proper avoidance information so that the cmsd does
not send the client back to the source of the problem.
