Follow-up Comment #5, bug #94002 (project xrootd): Wilko and I have tracked down the problem. It was introduced in commit ff8bdbd63daed417374469ab0fe6cfedc403728e where we changed the cms finder to be a plugin. This required reordering initialization of the Oss plugin and event handling to pass some valid common objects to the finder plug-in. That had the side-effect of not fully initializing the frm plug-in resulting in the frm not forwarding copy events to xrootd. We can fix this but unfortunately it means that the 3.2.0 release should not be used by sites that rely on the frm to stage in missing files upon open() or via xrdstagetool. In 3.2.0, both will hang as no completion event is sent. Sites using the frm for real-time staging should stick with the 3.1.1 release.
