I updated the pileup numbers in the facilities tables.  I think confusion
was caused by people (including me) interchanging peak, peak average,
and average pileup, as well as not always evolving the inelastic
cross-section.  These should at least be self-consistent.   I also
added a separate line for the VHE-LHC, since it's currently very different
from the VLHC in this regard (of course, no one really knew much
about electron clouds in 2001).   I added a very brief note to the
gallery explaining them.
