Follow-up Comment #10, bug #100633 (project xrootd): Since not everyone runs the daemons as xrootd user, I propose to put /etc/security/limits.d/xrootd.conf with all lines commented out, in order not to break the current setups. If somebody needs play with these, they will be able to easily do so.
