Ah ok,
I mixed this bug up with an older one. You are absolutely right, it appends the opaque info to the local target filename if the CGI is in the url with '?key=val" ... if one uses -OSkey=val it works.

e.g.
xrdcp root://localhost//file1\?key=val /tmp/ => creates /tmp/file1?key=val
xrdcp root://localhost//file1 /tmp/ -OSkey=val => creates /tmp/file1

In both cases the server sees the proper file name and CGI info.
