Dear all,

  I have been collaborating with colleagues in Australia about setting up xrootd inside of their Nectar cloud.
The Nectar cloud (http://www.nectar.org.au/research-cloud) when fully deployed with be comprised of
several cells  (cloud sites). The CoEPP (https://rc.coepp.org.au/) computing wants to have persistent storage
and cache storage at each cell.  The idea is that each type of storage will have a redirector (one for persistent
storage and one for cache storage).  These redirectors will be federated into a meta manager at each cloud cell
glueing together the cache and persistent storage. There will be an Australian wide meta manager.
The meta managers from each cloud cell will talk to the the Australian meta manager.

My question is the following. If  a user connects to a local meta manager asking for a file and the file
does not exist in the local cloud cell storage (neither persistent nor cache storage), can an frm daemon
be triggered in the cache storage to pull the file to the cache and then give the file link to the user client?

I am trying to avoid the case where the users looks in the cache storage for the file (by querying the
cache redirector) and then having the cache redirector  redirecting upstream to cloud cell meta manager.
If the file is in the persistent storage, I do not want the frm on the cache storage triggering a local copy.
(within the cloud cell).  I do not want to trigger a copy from the persistent storage to the cache storage
within a cloud cell.
