Subject: new electron run geometry

HPS-Proposal2014-v4 is the new electron running geometry for
slic/hps-java. Everyone should use this.

The only significant change is to dead material; this adds the SVT vacuum
chamber and replaces the tessellated ECal flange with Geant4 primitives.

The magnetic field box is extended in the vertical direction (it used to
extend to +/- 3 inches, and now goes to 4 - the full size of the magnet
bore); this is to work around a Geant4 issue but shouldn't affect any
results since that's well outside our acceptance.

The main effect is a 5-10x speed improvement in running slic. The only
change expected to the simulation output is a somewhat different
background from low-momentum particles clipping the edge of the SVT
chamber.
