SQL parser is one of the components of Qserv.
I'd suggest to have a look at:

and see if we can find any commonalities...

> One of the first Task for Emmanuel will be to produce a SQL parser/compiler in order to translate SQL queries into whatever language the backend needs. The motivation for this is to get the needed flexibility to adapt to any given backend. Apparently he didn't found yet a satisfactory solution which both provides the needed flexibility and the specifics for astronomical interrogation. The expected deliverable would be a standalone package that he will use later on to branch the different backends on, but which could also be used internally into Qserv or other astrophysical databases systems. He hopes to come with a first prototype in the forthcoming months. Actual benchmarking on alternate solutions depend on this SQL parser/compiler.
