#3153: implement "scons install --prefix=INSTALLDIR" in Qserv-core build procedure

Hello,

Since a few days i was studying Daniel scons scripts, and i've modified them a bit in order it support "scons --prefix=INSTALLDIR install". Indeed this feature is required by eups packaging.
I've pushed in tickets/3153 a draft version which seems to do the job, whereas it still needs to be cleaned and improved.

Description

eupspkg packaging requires this command. Indeed it will allow installing Qserv compilation products in eups directory tree. Please note that the syntax of this command is the one which is used by default in eupspkg. This will avoid writing a custom eups build script for Qserv.
