	Not sure why you need the "undeclare".  That's essentially
uninstalling qserv, just after you installed it, which seems
undesirable.  "undeclare" should almost never be used.

	The "setup -r ." makes the qserv source clone the "active"
version of qserv, replacing the one in the stack.  "scons install"
installs a new version in the stack, but doesn't make it "active".
