Actually, the sconsUtils package has code (currently enabled by default) that causes it not to check for changes in third-party headers (such as boost), even if "" is used.  Not sure if that's in play for the Qserv build, of course.

Does that mean if I `eups setup` a different version of e.g. boost with header changes, scone won’t realize that things need to be rebuilt?


Actually no - as long as the new Boost is in a different place.  SCons will see the path change, and that will trigger a rebuild.  But if you modify a Boost header in-place, or install a new version into the same place as the old version, it won't see the change.
