Indeed, what you have found out is correct. A well intentioned but misguided update in release 3.0.4 broke the predictability of the recovery mechanism. I have delivered a patch to the CMS team for 3.2.4 (the current version that everyone in CMS is using) and they will be rolling it out in a week or so along with CMS-specific fixes.
