Hello Holly, I have also experienced this error. This occurs when you give SLiC an install path to a folder of which you do not have permission to write to. When I had the error, it was because the confluence page told me to edit the wrong .CFG file, and SLiC was trying to write to the default location (which I believe is a location on a SLAC server) and it did not even exist on my machine. I had to try setting the path for SLiC to install in a different .CFG file.
