Well, yes but line 143 is exactly: "if (tval.tv_nsec >= 1000000)" so I don't see the problem here. I presume in the above comment you meant to say "saw the value of tval.tv_nsec is" as opposed to what was written "saw the value of tval.tv_sec is".. A tv_sec value of 1000000000 is valid. So, I am still at a loss.
