Rationalize the XrdSecLoadSecurity function to make it easier to use.
Allow "xrootd.seclib default" to load the default library.

Remove loading of the security framework as a) it was never used, b) it would never get loaded anyway, and c) it would generate a spurious warning message.

Use the generic security loader for the cmsd. This also fixses some
disparities between the two daemons in how this is done.
