Not a strong one, but FWIW:

The only disadvantage of a JIRA ticket as opposed to a mailing list is that it’s not properly threaded. 

Otherwise they seem roughly equivalent. And we have tons of design information in JIRA tickets already, in tickets that may not have been intended as such but drifted that way. 

I like either of those options a lot more than Confluence.

The slightly off-the-wall suggestion is to have them in a PR. I would prefer that if git handled those natively in a standard way so that they are always with the code; as it is, I don’t think they are worth another interface to have to search.
