Hi,

These manifest files have to be manually generated on the distribution 
server. For Qserv, we do that when we package the monthly release.
Please note that we don't use the current tag (which is dedicated to the 
stack), but the qserv tag instead.

So we have to run:

eups distrib install flask -t qserv

instead of

eups distrib install flask (-t current)

Happy flask install works for you, FYI it is broken on Ubuntu, grrrr...
