The steering file has:

         <driver name="ReconParticle" />
         <driver name="TrackDataDriver" />

and you should change this to:

         <driver name="TrackDataDriver" />
         <driver name="ReconParticle" />

That works for me, and you can try it - I don't want to commit this 
because of the ongoing release.

Also, does this steering file need to be separate from 
EngineeringRun2015FullRecon_Pass2_Gbl.lcsim?
