So, AndyS has pushed a fix for DM-3707 which allows scons to build qserv
without copying all the source files into build/ first (super awesome,
means we can much more easily use eclipse etc. now!)
Just observed with Nate that stale scons config after pulling this
change can bust your build. If you have trouble after pulling this
change, just remove build/, cfg/, and config.log from you top level
qserv git dir and then rebuild (a "scons --clean" is not quite enough to
get it apparently.)
