It's a bug. What you need to do to fix it is to pass the CGI information from XRootDMsgHandler where all the redirection logic is handled to FileStateHandler so that it can re-use it. You can use the OpenInfo class for this purpose:

AFAIR, despite being in a public header, it's never returned to the user, so you don't need to be concerned about the ABI compatibility. Pleas double check that, though.
