I made hps-java 3.8 tag (ran fine from command line). In order to speed up the process and work around various issues, I disabled all tests and did not deploy the website. But I think the real problem is that you're not using the right class which is actually EcalTimeWalkCollection and not EcalTimeWalk, because the manager returns collections and not single objects.
