When I wrote 'at exit' in the first part I really meant specific call to the atexit with a function (let's call it myfunc).
When I wrote 'at exit' in the second part, I really meant specific call to the myfunc ealier registered.

And I was pointing out that the order in which dlopen and atexit are called does matter (at least on some platforms).
