To prepare for SRM-less, we would like to address the following issues in frm_admin command:

1. frm_admin shouldn't crash when both Unix env var XRDCONFIGFN  and XRDADMINPATH  are defined.
2. In some use cases, there are multiple oss.space "sname" "sdir". Each of these "sdir" is a separate local file system; When moving (reloc) a file from one "sname" to another, for example, from "public" to "ABC", we do

frm_admin -c config_file reloc LFN ABC

However, these can move a file from /sdir1/public/ to /sdir2/ABC/ (unless we specify ABC:/sdir1 at the end of the above command). This usually results in expensive cross file system copying. Can we change the default behavior so that when only ABC is specified (instead of ABC:/sdir1), the original "sdir" is preserved?

It is usually difficult to explain this to an xrootd administrator. So it would be nice to change the default behavior.
