This comes from the fact that on the xrd.cf.fst configuration file you have xrdcp without any flags set as the tool to drive the TPC. You most likely have smth like:
ofs.tpc pgm /usr/bin/xrdcp
Therefore, this is not a bug, but just a configuration issue on the FST side in EOS.
