I have merged in the code from issue 233 "Review and approve recon steering for EngRun2015 pass7" into the master branch. This commit addresses most of the outstanding issues identified for pass7, as described at

These modifications resulted in some changes to the integration-tests reference histograms, which I have updated on the web.
