[XrdCl] Provide compatibility between root://localfile and file://.
The 'root://localfile//path/filename.meta4' semantic is now deprecated,
and 'file://localhost/path/filename.meta4' instead!
This commit provides compatibility with the old method of accessing
local metalink files.
